Windows Explorer Tools menu > Internet alternatives, or
Control Panel > Network and Internet > Internet alternatives

Open General tab > Delete log, temporary files and so on.

Same way as with Win98, click tools/internet options/general tab, "delete".
The applet is also still available in the control panel.
