Deleting last power scheme disables power management forever?

I had exactly one power scheme saved in the power options
control panel. I deleted it. The "Save As" button now does
nothing, and all power management options are disabled. I
can now no longer change any power management related
settings on my machine.

Question 1: How do I fix this?
Question 2: Did Microsoft not test this?
