deleting a file.

I'm trying to delete a file but I'm getting this error:
"The process cannot access the file because it is being
used by another process."

I have searched all MS document but I just can't delete
it. I have rebooted my PC, closed services/process that
could being blocking it but wihtout success.

can some one tell me how to delete the file? or perhaps
knowing which process is blocking it.

Never mind. I just figured it out. hint: (Run Windows in
Safe Mode - DOS).
