I am finding that when I delete emails in outlook, often the next time I open
tghe program the deleted emails reappear again, sometimes in the inbox folder
and more often in the deleted folder. I am running with McAfee Security
Centre. This may be something to do with it. can anyone help?

The first thing I would recommend is to disable your antivirus/security
application integration with Outlook. This won't compromise your security,
your real time scanner will catch anything it's updated for.

But in the case of this user it cannot be verified that the email security
update has been installed to offer proper protection.

In addition to Kathleen's remark you should also install Office 2000 Service
Pack 3 and additional updates.
