Deleting downloaded web files

How do you delete web-downloaded .jpeg files when you get
the error message "Access is denied. The Source file may
be in use." I have followed the advice on using the
command prompt and the rd command to no avail. Also, shift
delete does nothing. I can move them between directories
on my hard drive, but can only copy them to a floppy.
