Somehow I inadvertently deleted or hid the "Tools" menu item. I cannot get
to "Accounts" and the like. I tried re-installing Outlook with no success.
If I can get the functionality back that would be great. If I could get the
"Tools" item back in the menu, better. Any ideas?

Reinstalling won't help with configuration issues.
Simply reset the Menu bar or manually add the Tools menu back via;
View-> Toolbars-> Customize...

Thank you. I actually was able to customize, add "e-mail accounts" to
Actions. It worked fine.
