I dleted some PST files and when I opened the outlook 2003 they are still
there but I can not either close or delete them. I should I proceed to remove
them forever. I do not have the old PST files dleted.

Just remove the existing Outlook Profile and create a new one. This will have
the old deletes PST's link removed.
