Is there any way to recover email deleted from both the Inbox and the Deleted
Items folders? The mail is a feed from a cable company's email service.

When referrring to a .pst file are you referring to THE Outlook.pst file?

I'm referring to the pst-file that you deleted the items from. I cannot know
the name of your pst-file. File-> Outlook Data File Management... will give
you an overview of configured pst-files.
