Deleted Large File but Drive Space Not Recovered

A DVD software utility created a default "WORK.ISO" file on drive C:
My C: Drive is an 18GB SCSI that had approximately 6GB of free space.
The WORK.ISO file took up approximately 4.5GB leaving me with only 1.5GB of
free space. I deleted the WORK.ISO file which was in the C: root directory
but the drive still only reports 1.5GB of free space. I ran CHKDSK and Free
Space check utilities.
Is there some way I can regain the "missing" 4.5GB of free space. Thank you
....

Check the Recycle Bin is empty and turn System Restore off and then on.
[Right-click "My Computer" > Properties > System Restore > .... ]

Thanks ... tried as instructed ... No impact whatsoever unfortunately.

Still seeking how to recover "missing" hard drive space ... Thank you ...

Norton Protected recycle bin happen to be running on the PC?

Affirmative to Norton Protected Recycle ... even though I made sure I
"emptied" it. I left the computer overnight and returned today determined to
pursue a solution and found that the C-Drive Properties reported regaining
the "missing" space. This condition has not appeared when deleting large
files from the other D, E, F & G SCSI drives. Any thoughts? ... Thank you ...

Sorry, I've not used any Norton products produced since Peter sold out.
