Deleted files not dissapearing

Some files I delete just won't agree with me that their deleted. Mos
often it's just a tad annoying and can be solved by deleting them fro
command prompt, But for the moment being I am trying to reinstall
program wich downloads and installs an .exe file wich then runs an
downloads the whole program. This would be ok if it was not for th
fact that it updates itself first, naming the newly downloaded file t
"filename_NEW.exe" and then it is supposed to delete itself, renam th
"filename_NEW.exe" to "filename.exe". This, ofcourse, being a
impossibility becaus the old file refuses to realise that it's no
wanted anymore, and so I get the errormessage "deleted filename.exe bu
file is still there". After 4 hours of trying different ways to approac
this problem I am now down to banging my head against the wall
