I haven't changed any settings or installed any new software, but when I hit
send/receive I get the same 10 emails I deleted last week - over and over. I
empty the deleted folder and they all return to the inbox. No new emails are
being delivered.

I received the same error message for 22 new emails that can't be delivered:

..Message number 22 could not be retrieved. Account: 'mail.bigpond.com',
Server: 'mail.bigpond.com', Protocol: POP3, Server Response: '', Port: 110,
Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800420CD

Plus this message at the end:

Account: 'mail.bigpond.com', Server: 'mail.bigpond.com', Protocol: POP3,
Server Response: '', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90,
Error Number: 0x800CCC90

Can someone please suggest a solution?
Thanks

It appears that message #22 is corrupted on the server.
Log onto the webmail portal to your email account, and delete the oldest 22
messages.

Thanks Dave, but I can't even do that now. I get a message saying there's a
technical problem which may be resolved by closing and re-opening the
browser. This didn't work, so I rang the BigPond tech and after investigating
the possibilities he concluded I have a virus because everything looks fine
at their end. I ran a full scan using CA - nothing. Where to from here,
anyone? Oh, and Ican neither send nor receive now. Web access is fine.

By "the browser" you mean Internet Explorer?
It always helps to have a backup browser. I use Firefox for sites where IE fails:
