Deleted or Corrupt File

While trying to load Windows XP, a message appears which
says "the file WINDOWS/system32/config/system is deleted
or corrupted". I tried to reinstal the missing file, but
instead I loaded Windows XP again. Now, we have two
Windows XP to choose from (one that works and one that
doesn't), but neither will allow me to install anything.
