I deleted all files from a pst but file size remains, why?

I have saved to a pst file, and am now re-organizing into ONE larger pst
instead of smaller ones. When I delete the contents of the smaller file, and
close it the file size shows the same file size, but if I re-open it there
are now files. why? is it ok to delete the entire files that I emptied the
conents from???

that's normal, pst files do not get smaller unless you compact them, it is
truly empty, go ahead and delete.
