Which OS? OP didn't say? What else was running?
At least one popular AV scanner is associated with
interfering with the operation of the History. Etc.
Also some people think that temporarily turning off AutoComplete
when you Clear History may help remove more entries. YMMV.
I suspect that many cases of the History not clearing may be due to
people trying to use IE's Tools menu and not even completely shutting
iexplore.exe down before assessing if the command worked.
There are numerous instances of displays that can best be refreshed
by restarting iexplore.exe. That's one reason why I usually suggest that
they use the Internet Options Control Panel applet while iexplore.exe
is not active instead of the equivalent commands in the IE Tools menu.
