can the hidden folders on the c: drive with the names of
$NtServicePackUnistall$ etc be deleted?

Yes, if you're 100% sure you don't need to uninstall them.

If you aren't extremely tight on disk space, leave 'em be.

Yes you can delete them if you are certain you don't want to roll back. Once
you have manually deleted them you can open Add and Remove Programs and
delete the reference to them found there.
