Delete/Move files based on timestamp?

I have a huge directory of jpegs captured from a webcam over a period of 6
months. I am putting together a timelapse video with these stills of a
large building being constructed. My problem is that there are many
captures take in the night hours and thus dark images. I want the video to
not show the day/night transitions.

Is there some program that will allow me to delete any files say between 8pm
and 6am? Manual deletion is not a possibility because there are 100,000+
images to sift through. I can either move these night shots to another
directory or delete, I just need a folder with only the day shots so it
doesnt' matter how I get to that point.

I've tried a few programs such as JPEG Japery and File Monkey with no luck.

Any thoughts?
