email up so that i can receive a notification if the message is deleted.
Something similar to the read receipt or a delivery receipt. Is that
capability added to any outlook version?

No.

Outlook will send a 'Message was deleted without being read' read receipt,
but, there is no standard defined for a 'delete receipt', so even if Outlook
could do it, it would likely be the only one *sending* the delete. Which
may be fine for you, or may not.

If I might ask, what are you trying to accomplish? There may be different
ways to do what you want, or different methods that could be suggested.
