how to delete documents and settings for deleted account?

The folder is c:\Documents and Settings\Channel 19.CH19BC\

On Windows XP Home Edition SP3RC, an attempt to delete this
folder yields a message: "Channel 19.CH19BC is a Windows
system account and is required for Windows to run properly.
It cannot be deleted." OK

The account was misnamed when set up and subsequently
deleted, specifying in Control Panel User Accounts to delete
the account's files.

Aside from formatting the hard drive, is there a way to
delete this unwanted folder?
