I have registered a domain name with goaddy called e.g. my-domain.de,
currently the name servers are PARKCT1.SECURESERVER.NET and
PARKCT2.SECURESERVER.NET. Is there any way to set the domain name servers to
be dns1.my-domain.de and dns2.my-domain.de, and delegate the zone to my two
Windows 2003 DNS servers? I want all the records for this zone to be on my
own DNS servers.

What and where do I need to do to add the A records and NS records so
dns1.my-domain.de and dns2.my-domain.de will point to the IP addresses of my
DNS servers?

Any help appreciated.

Absolutely there is (the Godaddy web pages have this.)

Why?

Most people with reasonably small domains have NO business running
their own public DNS since the REGISTRAR (e.g., GoDaddy) can do
it better, you already paid for that feature, and you get to manage your
own records.

At GoDaddy. But I would advise against it. You really shouldn't be using
the same servers (your supposed to have TWO+ for the Internet) to handle
public and private DNS or even to do your forwarding for your real private
DNS.

Do you really have two more machines to devote to this?

Yep =) its called VMWare Server, I want to be able to delegate sub-domains
also. It's more of a test / lab environment that I got setup here, where I
can bust up AD any time I want, so no worries.

Somewhere in GoDaddy's web interface (likely in the DNS server section) you
will find the option to create DNS hosts.
After you create these DNS hosts, you will use the names you chose as your
DNS servers.
Be aware, while hosting your own DNS gives you more choices on the types of
records you can create, you should keep these servers separate from the DNS
you use for your internal clients for a couple of reasons.
1. Your internal zones will likely need records with non-routable IP
addresses your local clients need for local resolution. This is especially
true if your local network is part of an Active Directory domain.
2. DNS servers used for Authoritative hosting for public domains, should not
be allowed to do recursive lookups. So they should have recursion disabled
and cannot also be used as forwarders.
There are more than just these two reasons, but these are the two that a lot
of people don't give the thought of, until they find that resolution for
both internal and external names does not work if you use one server to do
both.
