Delegating authority to Terminal Server Licensing

After doing the prerequisite searching I have come up
with nothing. Hope someone here can help.

We are in the middle of an AD migration from NT4. Just
activated the TS and installed licences. All is good!

Question: how do I properly delegate authority in Active
Directory to give a user rights to the Terminal Server
Licensing Server to install licenses?

One MS article mentions delegating authority, but not
what changes to make (sigh - thanks!)

Making them a member of Domain Admins is not an answer
