Delegates and Auto Accepting Meeting

We have a number of personnel who travel, we want to set
up a delegate to accept all their meeting notices whether
or not they are logged in. We want the meeting to
basically show in their exchange calendars automatically.

What are the proper permissions for delegates to accept
meeting.

Who actually does the autoaccepting, the delegate or user?

Does the user need to log in to have the meetings moved to
their calendar?
