Delegate Rules and Out of Office??

Does anyone know how I can give a user access to another user’s mailbox and
the ability to make changes to rules and the out of office feature?

You'd need to do that in Exchange. Post the question in the Exchange Admin
forum and be sure to specify which version of Exchange you're using.
