Delegate rights and rules in Outlook 2007

Several users have questions regarding delegates rights. Can the
delegate can create rules to the main account? EX - admin asst create/
change rules for the boss (yes the admin asst has all permissions).

Rules can be created or modified only by a mailbox owner, someone who logs into the mailbox directly using Outlook or OWA.
