Thanks, that is good to know.
The permission button is disabled in my account and I have exchange full
admin, domain admin, local admin, earth/moon/sky admin... I don't know why
I would have a permission problem.
Also, the button was disabled on one of our user's accounts but if I create
a profile for that user, I can open it on my machine and set his permissions
via the delegates tab.
At least I have one reliable method.

I don't know why the permission button is disabled, but I can answer your
other question. Granting access through the Delegates tab does three things:
1) Sets permissions on the desired folders
2) Grants the delegate Send On Behalf Of permission over your mailbox
3) Adds a hidden rule to forward meeting and task requests and responses to
your delegate
The Permissions tab on a folder does only #1.
