Delegate internet access

I am trying to set-up our new computer but I am worried
that my children are going to access the internet when I
am not present. Is there a way to disable the internet
access without having the content advisory message
continuously pop up during a session on the internet? Can
I prevent internet access on a user account with Windows
Xp? Thanks for your time.
