Is it possible to delay programs from starting up? Or are there any program
that could do it? I dont think i see any option in the msconfig or
services.msc, Thank You

Do you mean you want to _prevent_ them from starting up automatically or
to have them start up in a different order?

Which programs and why?

In msconfig start up tab remove x from the program listed.
