Have you by chance enabled a debugger or running a debug install of DirectX?
The only time I have seen lagged input is during debugging when the debugger
is trying to print a bunch of debug messages. If you don't know how to check
you could post a dxdiag of your system and I can check.
DXDIAG:
1. Click Start -> Run
2. Type "dxdiag" without the quotes and press Ok.
3. In the DirectX Diagnostic tool click "Save All Information..."
