Delay in PC powering up after being unplugged

Hi

I have a Dell Optiplex GX150 running XP Pro and if I ever unplug the machine, when I plug it back in (plug or power lead) and press the power button, absolutely nothing happens for about 2-3 minutes then suddenly it powers up and boots up as if I had just pressed the button that instant.

If the PC is left plugged in (as it is most of the time in one static location) it will power up and power down as normal, but if ever it is moved or the power is switched off - this happens.

Can anyone help?

Possible loose connection?

Inside the machine - in the power supply? Is that easy to check out?

No, may need a new PSU, do you know anyone with a spare one?
