delay in downloaded emails appearing in 07 Inbox

can someone please explain why my emls take so long to show in my eml
programme, when I know they are no longer on my ISP; the delay after
send/receive is up to several hours at times. I'm working on a platform of
MS Vista (32), using Outlook from the Office Professional Suite 2007.
