I want to delegate file and folder management to specific folders on my file
server. I applied a Full control permission to the user but user still
cannot change the permission. User is a member of a domain users group and I
don't want to add them on administrator group for security purpose. I am
using Windows 2000 Server SP4 on my file server. Hope you can help me.

I assume the user is doing this over the network.
Did you give them full control on the share?

I believe you must own the objects you are working on. Get into CMD
and do a DIR /Q to discover who the owner is.
