use DirectoryServices classes to change group that belong to user from Adming
group to user group and vice versa

I'm not entirely clear on what you are after, please be more specific and
describe your scenario.
You can move a administrators user from the administrators group to another
group, Windows has tools for this, you don't need to write the code
yourself, but why would no need to move him back to the administrators
group? Note also that you need to be an Administrator to be able to do this
anyway.
