Defragmenting While Windows Open

Can one defragment in XP Pro while windows are open? What's the standard
procedure for using the XP tool? Close all windows, then defrag?

Close all programs. In addition, and depending on what you have running
in the background, you may have more success by defragging is Safe Mode,
which is commonly done.
