Defragmenter

I recently switched from Win2K to XP when I put a new
hard drive in my PC. The old drive still has 2k on it but
the new C: drive runs the OS, XP. When I go to defragment
the old E: drive it tells me "Disk Defragmenter could not
start". I tried running Norton Speed disc and that
doesen't work either. Both drives have 10+ GB free.
Anyone know whats wrong and how I can fix it?
