When I open the disk defragmeter basically, my whole system slows down. I'm
unable to even start the defragmenter I cannot even analyze my hard drive,
and I cannot start the deframenter. When I press the buttons, nothing
happens, I'm not sure if it is just taking a very long time to get started,
or if there is nothing going on, cpu usage is very low when I start them.
There are no error messages, but there is also nothing that can convince me
that the defragmeter is even running, if i could get some information it
would be appreciated.

Try it in safe mode and see what happens.

Try booting into safe mode, run CHKDSK, if there are bad sectors on the
HD the deframenter wont run. ALso this can also happen if you had
installed a third party tool and then uninstalled it.
