1% is still there forever like 20 min. I feel that it was
stuck right there for some reason.

Any suggestion for me to do something first before I
restart the defragment?

I haven't experienced this myself, but defragging can sometimes take a very
long time. Be sure that all applications are closed before starting a
defrag, since the process has to start over again every time a disk write
occurs. Some people find it best to defrag from Safe Mode.

BTW, the progress meter you see isn't intended to be exact. It's more of a
guideline, a la "Pirates of the Caribbean".
