When defragmenting drive it stops at different percentage points but always
reports the same fragmented files. How can I get the program to complete
defragmentation.
The files that show fragmented are program files if I reinstall the program
would that help?

I would be interested in seeing a Disk Defragmenter report . Open Disk
Defragmenter and click on Analyse. Select View Report and click on Save
As and Save. Now find VolumeD.txt in your My Documents Folder and post a
copy. Do this before running Disk Defragmenter as it is more
informative.

Is the program Windows Live Messenger? Did you recently install Windows
Live Messenger?

Try booting into the Safe Mode to run Defrag. On most computers you
repeatedly hit the F8 key during initial boot. That brings up info that
allows you to boot into the Safe Mode. After defrag reboot into normal
Windows.
