my defragger is not completely defragging, it will not defrag my documents
and setting. only tells me about it, doesn't tell me how to fix it.

How much free space is on the drive and do you have any large files
(over a gig) on the drive?

Log into the administrator account and then defrag, that way the the
files that would be in use on your user account will be not locked.
