Two utilities that are not really or not readily available from the
websites of the organizations that created them:

Also mentioned in the microsoft.public.win[whatever-version] groups
are:
GeoDisk
http://mvps.org/PracticallyNerded/Files/GEODisk.zip
"It's a free program developped by MVP George Gedye, that appears to
manage the closing process of any open program ..." as well as do
other things. It appears to substitute the defrag program from WinME
for that from Win98, although how this is allowed by MS is not
explained.
and
ScanDefrag
"ScanDefrag will efficiently run MS or Norton utilities, the
log will list all the running programs and Restrictive Mode
will make every effort to stop the ones that should not be
running. See the ReadMe for more info."

On a personal note, I have not tried any of these except
Diskeeper Lite, which I like sufficiently that I will use it from now
on. One major positive of the program (for me) is that it will run in
"Safe" mode, so I reboot to safe mode to run ScanDisk and then
Diskeeper Lite, which is associated with the "Properties | Tools"
defragmenter in Explorer after DKL installation.
On the down side, it does have various "pop up" screens that can be
annoying. It seems to want you to defrag all your drives daily, and
of course it wants you to "upgrade" to the pay version. If these sort
of quasi-nag-screens bother you, then the program is not for you.
One other thing is that it presents an unexciting bar-graph of your
drive's fragmentation, which *slowly* changes as it defrags. Much
less interesting to watch than the traditional rows of "cluster"
rectangles that get moved and defragged by the built-in Win
defraggers.
C'ya.
