Defrag not doing it's job.

I seem to having a problem with defrag ...
It runs & completes but tells me that 51 files (ranging in size from 65Mb to
3.7 Gb) can't be defraged & these files make up 43% file fragmentation.

I have tried running defrag in safe mode, it completed but didn't improve the
final outcome.

The files seem to be a random selection ranging from iso files to data files to
exe files etc.

What is it about these files that won't defrag?

Any help appreciated.

Hi Stan,

Files in memory are in use and can't be changed or moved. Try
defragmenting from DOS using a Defragger that runs in DOS, or dual-boot and
use the Defragmenter on each of the other's operating system.

In addition, you need around 15% free space for defrag to work at all. You
need at least as much free space as the largest file resides on the disk.
It may take several passes to get rid of most of the fragmentation.
