It looks like defrag may have been unregestered by another app <like
Diskkeeper, etc..>. If so, uninstall, reinstall, and once again
uninstall the application. This should clear any improper installation
or uninstalls.

On the File menu, click Save As, and then click All Files in the Save
as type box. Name the file Fixalt.reg, and then save the file to the
desktop on your computer. You can double-click the Fixalt.reg file to
merge the information into the registry of the non-functional computer.

Finally you need to register the snapin back into your machine.
Open the Command Prompt;
Click Start, run, under open type "cmd"
Type "CD \WINDOWS\system32" and press Enter.
Type "Regsvr32.exe DfrgSnap.dll" and press Enter.
Type "Regsvr32.exe dfrgsnap.dll" and press Enter.
A window will appear confirming the success of the registration;
select OK.
exit the command prompt and try defrag again...
