Yes. Its a crippled version of the retail version.

Yes. Buy your choice of defragmentation tool appropriate for the XP
environment, and install it. Diskeeper retail does much better job, and has
better graphic representation of the partition you're defragmenting. It not
only has its own desktop selection, it also replaces defragmenter under
system tools when selecting that. The retail version pops up when selecting
that. PerfectDisk is similar.
