defender wont start

so i recently started and updated defender, it seemed to work fine, i used
the software part of it to remove a few programs from my start menu, i
restarted my computer to see if they loaded and they didnt, all was good,
except when i tried to open defender again, a window pops up saying its off
and to click here to cut it on and open it, i click there and it just freezes
up, i cut my one care firewall and antivirus stuff off and it still wont pull
up, any ideas?
