After you install KB931099, update Defender manually via

Look in the right side panel for a 32 bits
Going to the portal, sometimes going there, fix different issues, like this,

PS. You need be sure WLOC is out of your system, and no traces are left.
Also, since you have a restore point, you can try Cclenaer, and clean using
the registry, maybe, find traces.

Note, uncheck Yahoos Toolbar

Download the basic version via

The basic version does not contain the disgusted Toolbar
In the Utilities category, uncheck WindowsDefender. Having this checked
removes the history of when the last scan was run.
