I haven't seen this reported by others. If Windows Defender believes your
browser has been hijacked, it will reset the home page and other such
characteristics to the defaults for Windows as originally installed.
Otherwise, it shouldn't touch them.
I've got Windows Defender running on about a dozen machines with various
Norton flavors--2006,2005, and corporate--and haven't seen this or had it
reported to me.
