Defender can't detect program making changes to Host file

I used Spybot Search & Destroy to change the hosts file. Defender detected
the change and appropriately issued a popup in the notification area (system
tray). I allowed the change; however, there was one major piece of
information missing, namely the program that was making the changes. Later,
I looked at the history information from Defender and the program name was
Unknown. What good is this product if it can't identify the program making
the changes? In this case, I knew the program; what if it were spyware? How
could I make an educated decision? Next I used Spybot to make a start entry
in the registry. Defender never batted an eyelash. Apparently, that's ok?
