I am having the exact same problem. There seems to be no way of adding
exemptions to the Defender programs list, even when logged in as a user with
admin rights. The help is misleading, stating that there will be an option to
"Always allow blocked content" when the program is blocked, despite that
option never appearing in the menu that spawns from the system tray icon when
a program is blocked by Defender.
