I am receiving an error code of 1920 when trying to download the file. I am
signed in as the administrator and all features od rpc are enabled and
running. It still will not allow the program to download. Any suggestions?? I
guess I need all the help I can get. Thanks in advance

What version of Windows is this on? Is this really an error on simply
downloading--or are you installing without first saving the download?

This is on windows 2000 pro I saved the download to desktop and run it from
there. when it gets to the part starting services it then stops and gives me
the message verify thgat you have sufficient privalage to start system
services.

There are several possible services that might be involved. Bits is one,
Windows Defender is another---and I'm not sure whether any other services
are involved in Windows Update.

Can you check via Services.MSC whether any of those is set to disabled? And
what happens if you try to start them?
