The default file format will, of course, be whatever the attachment was in
the first place. The default attachment save location can be controlled by
following one of these instructions:

You'd better be more explicit in explaining what exactly you mean by;
Save Location & File format

I'm saving the emails, not the attachments. When I choose Save As, Outlook
defaults to My Documents as the save location. It also chooses HTML as the
file format, I would like it to default to Outlook Message Format.

HTML format messages will always default to HTML. RIch Text format messages
will always default to Rich text (.rtf) and Plain Text messages will always
defaullt to Plain Text (.txt). You cannot change the Save as Type default.
