Defaulting to "Contacts" instead of "Global" address book

Is there a way to default to the local "Contacts" list instead of the
"Global" address book in exchange email accounts? I have a personally hosted
exchange account and I don't keep my contacts in the Global contacts address
book, so the Global contacts are useless for me and actually take more time
for me to select "Contacts" from the drop-down when selecting recipients of
emails.

Either that, or maybe there is a way to say that all contacts in my address
book should be synchronized with the global contacts?

Open the address book from the tools menu. Go to it's tools, options menu
and select the list you want to show first (top option).
