The problem is whenever I go to File>>New Window>> the new browser window is internet explorer instead of my default web broswer. How can I set it so my deft browser comes up. Or how can I check to make sure that I.E isnt my default browser.

Choosing File > New from Internet Explorer will open another instance of IE [obvious].

Default browser means the filetype protocols are handled by a third-party browser. Say, double-clicking a URL in Desktop should launch your default browser.

yes but I dont go to file new window from I.E I do it
from my default browser but the I.E widnow opens? Any
ideas.
